    turn in the low speed needle in 1/8 of a turn at a time not the high speed

    The Idle screw is on the front side of the carborator. The opening should be around 1mm. The other screws are the low speed needle which controls air fuel mixture off idle and the high speed needle which controls the air fuel mixture from about mid rpm to max rpm. The only time you should need to adjust the idle screw is during break in. The links below give good examples as to where the needles are and the way to set them.
